All other tiers are decided by a character's winning record if a character wins or loses enough matches in a row, they are either promoted (up to S-Tier) or demoted (as low as P-Tier). Characters who are excessively strong (read: cheap as all hell) get pushed into X-Tier by default. SaltyBet uses a form of tiers in its custom system.Some have tried to do this by separating cheap characters from normal ones, but there is no official tier list outside of a full M.U.G.E.N game.
